Mr Bob Belair (Partner) - Oldaker, Biden & Belair
Robert R. Belair is a partner in the Washington D.C. law firm of Oldaker, Biden & Belair. With Alan F. Westin, Mr. Belair also serves as co-chair of the Center for Strategic Privacy Law and Policy. Prior to entering private practice, Mr. Belair served as an attorney for the Federal Trade Commission with responsibility for Fair Credit Reporting Act matters. Mr. Belair later served as Deputy General Counsel of the White House Office on the Right of Privacy.
Mr. Belair's privacy practice centers on the representation of privacy sensitive organizations with respect to credit and financial records, debt records, educational records, criminal records, medical records, employment records and telecommunications information. He has served as General Counsel to SEARCH, the National Consortium for Justice Information and Statistics and General Counsel to the National Commission on the Confidentiality of Health Records. He has also been chairman of an American Bar Association Privacy Committee. Mr. Belair also serves as Legislative Counsel to the International Debt Buyers Association. Mr. Belair has spoken and written widely on privacy and information law topics.
Mr. Belair's practice includes representation of clients before the courts, federal agencies, in particular, the Federal Trade Commission and the Congress. He has litigated numerous privacy and freedom of information cases, including serving as lead amicus counsel in the Supreme Court's 1989 landmark privacy and freedom of information and privacy decision, Reporters Committee for Freedom of the Press v. Department of Justice.
Mr. Belair has served as a legal consultant on privacy, freedom of information and information policy matters to numerous government agencies and commissions including the National Conference of Commissioners on Uniform State Laws, the National Academy of Sciences, the Office of Technology Assessment, the National Telecommunications and Information Administration, the Social Security Administration, the Department of Defense, the National Science Foundation, and the Federal Paperwork Commission. On the Hill, Mr. Belair has served on the Senate Judiciary Advisory Committee and the Senate Task Force on health privacy.
Mr. Belair received his law degree from Columbia University in 1973 where he was a Harlan Fiske Stone Scholar, a Charles Evans Hughes Scholar and Editor-in-Chief of the Columbia Human Rights Law Review.

Mr Chet Wiermanski - Group Vice President, TransUnion Analytic and Decision Services
Chet Wiermanski is group vice president of TransUnion�s Analytic Decision Services group responsible for identifying, evaluating and developing new technology platforms involving predictive modeling, econometric forecasting and related consulting services. Mr. Wiermanski led TransUnion�s development efforts associated with VantageScore, the first credit risk model to leverage consistent scoring methodology across all three national credit reporting companies. He also was responsible for implementing TransUnion�s first scoring systems for a variety of industries, including consumer lending, insurance, telecommunications and mortgage underwriting.
In addition, Mr. Wiermanski and his team manage TransUnion�s analytic research platforms including an event based analytic platform, which allows lenders to test generic models or develop custom models that are based upon daily credit report changes.
In addition to consulting with financial institutions, Chet works with a variety of government and industry organizations applying anonymous credit information to address various research questions regarding consumer access to credit and fair lending practices. On numerous occasions, Chet testified before congress as to the benefits associated with credit scoring and the full file reporting of public utility and telecommunication information to credit bureaus.
Mr. Wiermanski joined TransUnion in 1987 and has held several leadership positions during his tenure with the company. Prior to joining TransUnion, Mr. Wiermanski held market research and analytic positions and was a market research manager at DeVry Institute of Technology. Mr. Wiermanski also worked at Hartmarx Corp. as a senior research analyst.
Mr. Wiermanski received his bachelor of science in Marketing from Marquette University in Milwaukee in and his M.B.A. from Loyola University of Chicago. Chris began his career as commercial insurance underwriter for the Chubb Group of Insurance companies in 1987.
He joined Fico in 1989 to help the company introduce credit scoring and credit bureau scoring tools to the insurance industry.
In 1996 Chris became Fico�s Experian Alliance Manager responsible for growing U.S. credit bureau score revenue, maintaining cooperative relations with Experian, and introducing new Fico bureau products. Chris joined Citigroup�s Global Strategic Analytics Unit (GSAU) as a Business Consultant in December of 2000 consulting on scoring-related projects and leading educational efforts in scoring and credit bureau usage worldwide.
In September of 2006, Chris joined HSBC North America as Training & Development Director responsible for consumer credit scoring, credit risk management and credit bureau training. |

Ms. Dora Hsu began her banking career in the dealing room of Deutsche Bank AG, Taipei Branch, later moved into the area of credit analysis at Chinatrust Commercial Bank, which is known to be the best private bank in Taiwan.
In 2002, Ms. Hsu joined the bank�s Basel Implementation Group. Later, she joined the Joint Credit Information Center and is currently an associate researcher and leads the Medium and Large Corporate Modeling Division in the Risk Research Team. |

Drs J. (Joop) Lobstein - Executive director, Stichting Bureau Krediet Registratie (BKR)
Joop Lobstein (Meppel, the Netherlands, 1946) studied Economics at the Erasmus University in Rotterdam. After graduating in 1972, he began his career in the flour industry. From 1973 to 1977 he worked for Meneba as product manager for bread and deep-frozen pastry�s. At the end of the nineteen seventies he worked for 18 months as a project manager at what was then the ABN Bank, after which he moved to the Vereniging Van Artsen Automobilisten (VVAA) ('Association of Doctor Motorists') in Utrecht. In his position as Head of Commercial Services, he was responsible for the continued growth and commercial strategy of the package of financial services of this organisation - insurance and finance products - and offers these services to doctors and paramedics.
In 1987 he spent a period as ceo of the business information office Dongelmans in The Hague. A merger with the office Van der Graaf culminated in the business information organisation Graydon Netherlands BV. Mr Lobstein was appointed as a director with finance and organisation in his portfolio. At Graydon Netherlands BV, Joop Lobstein was primarily concerned with building up a sound financial infrastructure for the company. He was also responsible for an overall review of the company's personnel policy.
On 1 January 1997 Mr Lobstein was appointed as ceo of BKR. He saw his main task as maintaining and continuing to extend the first-rate service of BKR and the further development of (new) products and services of BKR. At the 1st of May 2008 he retired from his position as ceo from BKR. He continues his international work for ACCIS from his current position as executive director. |

Mr Kazim Derman - Assistant General Manager - KKB Kredi Kayit Burosu A.S.
Derman is the Assistant General Manager of Kredi Kayit B�rosu A.S (KKB) and he is also the Head of the Research and Development Committee of KKB.
Derman, in 1997, has been appointed by the Board of Directors of Kredi Kayit B�rosu A.S (KKB), Turkey�s first and only credit bureau, for establishing and managing the project development and bureau operations team when the Bureau Establishment Project was at the blueprint stage.
Establishing the first credit bureau in a developing country is a real challenge. The industry as a whole should be informed about the existence and benefits of credit bureau. This includes educating related personnel of finance institutions about the benefits of information sharing. This is to overcome the opposition, hesitation and reluctance about credit bureau participation. Derman has successfully conducted above described operations in a way that KKB database now covers 100% of Turkish consumer credit market. Today, KKB has 37 members, 99 million records in the Credit Accounts Database. Number of enquiries in 2007 was 70 million and only in the first eight months of 2008 it has reached 68 million and it is expected to be 100 million at the end of 2008. This also means that KKB became one of the largest credit breuaus in Europe.
The Fraud Prevention and Detection System (shortly named as SABAS) of financial sector of Turkey is designed by Derman and his team upon the methodology and principles manifested by Derman himself. Today, this system is used very effectively by all members of KKB.

Derman was the Managing Director of Data Research and Evaluation Limited (1996-1997) prior to KKB.
Between 1989 and 1996, Derman was IT Manager at Chemical Bank�s banking subsidiary in Istanbul (1989-1997).
Between 1983 and 1989, Derman worked for Saniva/Univac Computer Systems, where he worked as the Project Co-ordinator of Turkey�s first and successful online/real-time banking system project of Yapi Kredi Bankasi(Turkey) & Bunker Ramo (USA) & Saniva/Univac Computer Systems This project carried the banking sector of Turkey from �batch platform to online platform�.

Mrs Maha Dassouli - Expert on credit reporting issues
Maha DASSOULI is currently Expert on credit reporting issues based in Montreal, Canada.
She joined the Central Bank of Morocco in June 2004 and was until August 2008, Deputy Director in charge of the development of Financial Information Reporting Infrastructure and also Risk Manager for the Division.
As such, her role was to initiate, develop and implement projects to strengthen infrastructure sharing financial information in Morocco as including files on unpaid cheques, public credit registry, companies balance sheets registry��
She was also the Project Manager of the establishment of the Moroccan Private Credit Bureau in line with international best practices. Likewise, she was responsible of the department that issue licences to credit bureau, suspend or renew their validity and supervise the sector.
Maha has held important functions in various departments or public / private institutions with different levels of responsibility.
As the Prime Minister's Department, where she served as Senior Advisor to the Prime Minister (2001 to 2004) in charge particularly of the SMEs access to finance and the Government's strategy in this field.
Previously, her career took place between 1998 and 2001 as a Senior financial analyst at the Security Exchange Commission (CDVM) and in a corporate bank � Eurogroup- (1997-1998).

Mrs Maria Olga Rehbein - President, Latin America and the Caribbean
Maria Olga Rehbein is president of Latin America and the Caribbean for TransUnion. In this role, she is responsible for fostering the growth and development of the credit bureau in each of the countries TransUnion is present. In addition, Ms. Rehbein oversees the strategic plan for entry into new markets as well as credit education efforts to both consumers and businesses in the region.
Ms. Rehbein joined TransUnion in 2003. A veteran of the banking and financial industry, she has held senior management positions with Computec, Colombia�s largest credit information operation, and Banco de Occidente-Grupo Aval. She also spent 18 years with Citibank in Bogot�, Colombia, leaving as vice president of sales and marketing.
Ms. Rehbein is a graduate of Duke University in Durham, N.C. and the Universidad de los Andes in Bogot� where she studied economics and law. She was the first president of the Latin American Association of Credit Bureaus and is a recognized advocate of credit education throughout Latin America. Ms. Rehbein resides in Bogot� with her husband and four children. |

Mr Mike Bradford LL.B (Hons) FCIB MInstD
Mike Bradford (49) is the Director with corporate responsibility for Regulatory and Consumer Affairs across Experian�s UK and International businesses.
In June 2007 he was elected President of the Association of Consumer Credit Information Suppliers (ACCIS � www.accis.org), representing the interests of 34 consumer credit bureaus in 24 European countries and 7 associate members from all other continents.
In August 2008 he was elected to the European Commission Expert Group charged with identifying challenges and solutions to creating a single European credit market for consumers and lenders.
Mike is a regular contributor to industry publications and presents at UK and International conferences on data protection and privacy, data sharing, marketing and credit, regulatory and industry issues, both from a compliance and commercial perspective. He is a panellist and contributor to DataGuidance UK / Europe and member of the Information Commissioner�s Code of Practice Advisory Group.
He has worked closely with and presented to UK Parliamentary Select Committees, the Competition Commission and the European Parliament and Commission.
Following a law degree, his background prior to Experian includes management consultancy and senior and executive management roles within the UK financial services industry. He is a Fellow of the Chartered Institute of Banking.
During this time Mike chaired the Chartered Building Societies Institute at both local and regional level.
He is a member of the Institute of Directors and a Director of Registry Trust Limited. He also works closely with the Direct Marketing Association and CBI.

Mr Peer Stein - Senior Investiment Officer - Global Financial Markets Department
Peer Stein heads IFC�s group for Financial Infrastructure and Institution Building. As Business Line Leader for Access to Finance (A2F), he is overseeing and supporting IFC�s technical assistance and advisory services in financial markets world-wide, including SME banking, housing finance, microfinance, leasing, securities markets and energy efficiency finance. As of June 2007, IFC had a total of 180 active A2F advisory services projects in over 90 countries. Further, he is leading IFC�s and the World Bank�s advisory work in financial infrastructure, specifically supporting the development of credit bureaus to support greater access to finance in developing and emerging markets as well as managing the World Bank�s Payment Systems Development Group. While having global responsibilities, his recent work included Egypt, Morocco, Pakistan, Kenya, Nigeria, South Africa, Eastern Europe, Vietnam, China, Afghanistan, Central America, Colombia, and Brazil.
Peer Stein joined IFC in 1996 to establish the Corporation's Extended Reach Office in Mongolia. Subsequently, he moved to the Financial Markets Sub-Saharan Africa Department as an Investment Officer, focusing on financing urban and rural microfinance institutions, risk management facilities and credit lines for banks, as well as capital markets development. He then moved to Global Financial Markets, where he started IFC�s Global Credit Bureau Program and acted in his last position as a Principal Investment Officer and Financial Specialist for retail banking. In this position, he has worked among others with financial institutions and state-of-the-art technology providers to adapt financial, information and communication technologies to the business needs of banks and non-banks in emerging markets and transition countries.
Prior to joining IFC, Peer Stein worked in Germany as a management consultant in enterprise restructuring, and as a partner in a strategic market research firm covering Eastern Europe. He holds a Masters degree in Economics and Business Administration from Witten/Herdecke University, Germany�s first private university. |

Robert E. Davis, Managing Director, CRIF North America Corp.. Dr. Davis is responsible for managing CRIF�s U.S. and Mexican analystics operations. He joined CRIF in 1999, and has been working in Latin America since 2000. His areas of expertise have been developed through more than fourteen years experience in consulting and various positions in the financial services industry. Before joining the CRIF Group, Dr. Davis was a senior consultant at Decision Technologies, Inc and has also worked with AT&T, Citibank and PricewaterhouseCoopers. Mr Tony Hadley (Vice Presidente Government Affairs) - Experian
Tony Hadley is Vice President of Government Affairs and Public Policy for Experian. He leads the corporation�s efforts in communicating to government officials at all levels about Experian�s business operations and regulatory regimes. He also interprets governmental policy and regulatory requirements and informs Experian executives about requirements and trends associated with the collection, use and processing of data. His areas of expertise include credit reporting, financial fraud, financial risk analysis, identity management, consumer marketing, e-commerce and data privacy.
